Xbox Introduces Enforcement Strike System

We are constantly improving our safety measures and bringing more systems and tools in place that empower players to respectfully interact with one another – because everyone deserves a place to comfortably be themselves online, free from harassment and bullying. In feedback, comments, and other appeals we receive from players, one of the main questions is about how repeat enforcements will impact their game, their level of frustration, their reaction to it, and their knowledge when their account has been restored. In order to address this issue, we have introduced a new system of enforcement strikes.  

Each enforcement will be assigned a number of strikes, with the severity increasing based upon inappropriate behavior. The player can now see their history of enforcement, including the number and severity of strikes. The revised system allows players to better understand the severity of an enforcement and its cumulative impact. Transparency in enforcement is all about letting players know how their actions impact their gaming experience. As a result, our efforts to moderate content will remain the same.  

As always, when a player believes they have witnessed a violation of Xbox’s Community Standards, we encourage them to report. No automated actions are taken based only on reports. All of them are reviewed. A large number of incorrect reports will not result in an enforced. Xbox Safety Team reviews all reports and only those that they deem accurate will be enforced.  

The new system will include penalties based on severity. The system is similar to demerit strikes used in driver’s license systems in many countries. Players who have received four strikes, for example, will be banned from Xbox’s social features for seven days. Players have a total of eight strikes and, once reached, will be suspended from Xbox’s social features like messaging, parties and party chat, multiplayer and others for one year from the enforcement date. All strikes received stay on a player’s record for six months. Players will start with zero strike today. All previous sanctions, including suspensions, still need to be fulfilled; any new sanctions imposed today result in strike.  

Xbox is focusing on player protection with these new changes. Due to this, even accounts that are suspended remain active for single-player games and the players don’t lose their purchased content. However, for the most serious violations – including illegal activity – Xbox retains the ability to permanently suspend all functionality of an account including access to purchases.

In 2022, less than 1% all players were temporarily suspended, with only 1/3 receiving a second suspension. In our data, we see that most players stop their inappropriate behavior immediately after a single enforcement. They quickly learn what’s acceptable and not according to the Xbox Community Standards. The system of strikes is intended to empower players and encourage them to interact positively with Xbox and the community. We’ll share data and updates in our bi-annual Transparency Report.

As before, the players can still appeal certain enforcements. If an enforcement is reversed in certain cases, then the strike corresponding to that violation will also be removed. You can find more details in the Xbox Support FAQ.
