Outskirt Stable, located near Tsutsu -um Shrine in Hyrule Field’s central area. You’ll find Penn talking to a man named Nell along the road a little south of the stable.

Nell says that at the intersection of the three ways, he encountered a woman who was mysterious and, apparently, very agile.

How to complete ‘The Beckoning Woman’ side adventure

Nell will have told her to be a few yards south at the intersection of three roads, just a bit north. The woman will be right where Nell said she was, a bit south of the stable at a three-way intersection. Ralera, asks for help saving her “poor, regal friend.” And then she’ll run off. Three times.
